{"id":1261,"date":"2009-12-31T16:17:04","date_gmt":"2009-12-31T21:17:04","guid":{"rendered":"https:\/\/planesafe.org\/?p=1261"},"modified":"2016-01-02T16:13:01","modified_gmt":"2016-01-02T21:13:01","slug":"the-government-response","status":"publish","type":"post","link":"https:\/\/planesafe.org\/?p=1261","title":{"rendered":"The Government Response"},"content":{"rendered":"<p>In the week following the attempted bombing of Flight 253, we&#8217;ve already seen several stages in the government response to the incident.\u00a0 And, yes, I use the word &#8220;government&#8221; broadly, since we are talking about agencies, the executive and legislative branches.\u00a0 And, other goverments have responded too, but here I&#8217;ll just talk about the U.S.<\/p>\n<p><strong>Department of Homeland Security<\/strong><\/p>\n<p>Secretary Janet Napolitano made quite the misstep, when she originally stated that &#8220;the system worked <a title=\"CNN clip\" href=\"http:\/\/www.youtube.com\/watch?v=r97fCN0gOHQ\" target=\"_blank\">(clip from CNN)<\/a>.&#8221;\u00a0 In trying to assure people,\u00a0her point was that\u00a0the\u00a0action taken subsequent to the fire on the flight was swift and appropriate.\u00a0 But, it was misinterpreted to mean there was proactive action, which clearly, there wasn&#8217;t.<\/p>\n<p>One other issue has come up\u00a0with this first statement.\u00a0 While she said all pilots in the air were informed, <a title=\"Pilots Angry\" href=\"http:\/\/www.waow.com\/Global\/story.asp?S=11752198\" target=\"_self\">today the Coalition of Airline Pilots Association disputed that<\/a> (via WOAW TV 9).\u00a0 She and President Obama\u00a0have since\u00a0identified some of the human and systemic failings\u00a0and we are learning more every day.\u00a0 <a title=\"Preliminary Report\" href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2009\/12\/30\/AR2009123003229.html?hpid=topnews\" target=\"_self\">President Obama receives the report of\u00a0preliminary findings today<\/a> (via USA Today).<\/p>\n<p><a title=\"Dan Burton\" href=\"http:\/\/thehill.com\/blogs\/blog-briefing-room\/news\/73859-gop-lawmaker-napolitano-should-resign\" target=\"_self\">Rep. Dan Burton of Indiana was the first to call for Napolitano&#8217;s resignation <\/a>(via The Hill).\u00a0 This\u00a0has become\u00a0political\u00a0very quickly\u00a0and <a title=\"Republicans\" href=\"http:\/\/www.google.com\/hostednews\/afp\/article\/ALeqM5izpvooVlZ08xILo1n_Whj1c9GlFQ\" target=\"_self\">Republicans in Congress\u00a0have taken this\u00a0opportunity to criticize the adminstration policy<\/a> (via AFP).<\/p>\n<p><strong>Transportation Security Administration<\/strong><\/p>\n<p>The Transportation Security Administration was swift to implement a modified directive that was supposed to be in place through yesterday.\u00a0 But it was unclear at the time, if it applied to all flights, and for how long.\u00a0 Among some of the actions taken on flights were\u00a0\u00a0limiting passenger activity for the last hour of the flight and\u00a0taking televisions and live maps offline.\u00a0 Since, at least, two bloggers received the directive via email and posted it, there was plenty of online discussion of its contents, relevancy and consistency in implementation.\u00a0 Many passengers\u00a0were curious\u00a0to know\u00a0what would apply to them and the TSA was not very communicative.\u00a0\u00a0<a title=\"FoxNews \" href=\"http:\/\/tiny.cc\/cNDy4\" target=\"_self\">FoxNews had the story online<\/a>, before the Department of Homeland Security got involved.\u00a0 Now\u00a0many outlets\u00a0are writing about the subsequent\u00a0subpoenas and investigation.\u00a0 <a title=\"USAToday TSA Targets\" href=\"http:\/\/www.usatoday.com\/travel\/flights\/item.aspx?type=blog&amp;ak=13149.blog\" target=\"_self\">But, here&#8217;s the link to the USA Today story<\/a>\u00a0on what happened.\u00a0 I can say from my original interpretation, I don&#8217;t think they realized until later that they were the only ones who had it.\u00a0<\/p>\n<p>To our best knowledge, TSA is no longer following that directive.\u00a0 However, they are looking at <a title=\"Full Body Scanners\" href=\"http:\/\/www.foxnews.com\/politics\/2009\/12\/29\/tsa-looks-expand-use-body-scanners-airports\/\" target=\"_self\">expanding the use of full body scanners<\/a>\u00a0(via FoxNews), among other things.<\/p>\n<p>Although Erroll Southers was nominated to be TSA Administrator\u00a0in September, and\u00a0is a former FBI special agent with counter-terrorism expertise, he\u00a0has not been confirmed by the Senate.\u00a0 <a title=\"DeMint\" href=\"http:\/\/www.wibw.com\/nationalnews\/headlines\/78430977.html\" target=\"_self\">Sen. Jim DeMint of South Carolina has blocked \u00a0the process over concerns the Southers is too\u00a0friendly to\u00a0collective <\/a>bargaining (via WIBW).\u00a0 I can&#8217;t help but think that not having a leader may just as much challenge an agency&#8217;s effectiveness as having a leader friendly to labor.\u00a0 <a title=\"Reid to force vote\" href=\"http:\/\/www.latimes.com\/news\/nation-and-world\/la-na-terror-tsa30-2009dec30,0,4184054.story\" target=\"_self\">But, Senate majority leader, Harry Reid of Nevada,\u00a0says he will force a vote on the nominee\u00a0in three weeks <\/a>(Los Angeles Times).<\/p>\n<p><strong>Central Intelligence Agency and Department of State<\/strong><\/p>\n<p>I can only assume that these two agencies needed to contribute greatly to the preliminary report to President Obama.\u00a0 <a title=\"Father Spoke\" href=\"http:\/\/abcnews.go.com\/Blotter\/northwest-253-obama-hits-missed-signals\/story?id=9442883\" target=\"_self\">Since we now know the suspect&#8217;s father communicated his concerns to the U.S. Embassy and the CIA<\/a> (via ABC News), there must have been serious study of what happened (or didn&#8217;t) with that information.\u00a0<\/p>\n<p>Intelligence and\u00a0military leaders are also focused on the role\u00a0Yemen likely played.\u00a0 <a title=\"Yemen \" href=\"http:\/\/abcnews.go.com\/Blotter\/northwest-253-obama-hits-missed-signals\/story?id=9442883\" target=\"_self\">Yesterday, NPR\u00a0ran a good\u00a0story on the challenges there<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In the week following the attempted bombing of Flight 253, we&#8217;ve already seen several stages in the government response to the incident.\u00a0 And, yes, I use the word &#8220;government&#8221;
