September 2000 an FAA Aviation Rulemaking Advisory Committee (ARAC) was formed to provide advice to the FAA about implementing fuel tank inerting (FTI) into center wing tanks (CWT). As a Member Organization of ARAC, NADA/F had three representatives participating in the working group. The NADA/F Dissent was filed because we believe the report and the clarifications were deficient and not valid.
Page 12 of the NADA/F Dissent includes a list of the 27 known incidents of fuel tank ignition, including fatal explosions from commercial and military flights, which includes TWA 800, and the Thai Airlines fatal explosion in 2001. The technology has been available for years, and we feel that everything must be done to prevent the 28th explosion.
Lowering the oxygen content in the center wing tank will prevent these explosions and increase flight safety. The military has used technology to lower the oxygen content for over 30 years and it is long overdue that passenger aircraft have these same benefits. Once the oxygen concentration within the tanks is reduced, ANY ignition source is then ineffective.
NADA/F believes that an immediate program should be initiated in order to inert aircraft fuel tanks, and thus effectively eliminate this explosion danger in commercial aircraft.

for Emergency Order for Required Child Restraint Seats - Nov. 7, 2001
December 15, 1999, the FAA Administrator stated that the FAA would mandate child restraint seats on airplanes for children under 2. This followed years of recommendations by the NTSB, the Association of Flight Attendants, NADA, (more recently) the American Academy of Pediatrics, and other safety groups. Children under 2 can now travel as “lap children” on an adult’s lap, which places them at risk of becoming human missiles during turbulence or an accident. Recommendations for required child restraint seats have been with the Secretary of Transportation for over a year.

Update on Smoke Detector Installation in Commercial Aircraft Cargo Holds
On Monday, March 19, 2001, the FAA kept their word
to NADA/F that commercial airplanes in the U.S. would be equipped with smoke detectors and fire suppression equipment in the cargo holds, or the planes would be
